November is Rome's quietest and most local-feeling month — with a trade-off in weather.
The weather
November is Rome's wettest month — rain arrives frequently, temperatures drop to 8–14°C, and the evenings turn properly cold. The upside is that the city strips back to its residents. Tourists thin, restaurants return to normal service, and you'll share the Forum with a fraction of July's crowds.
Why November has advocates
Hotel prices are at annual lows, booking anything in advance is unnecessary, and the experience of walking through Trastevere on a quiet rainy Tuesday has a quality that no August itinerary can replicate. Museums are genuinely relaxed. The light, on the clear days that do appear, is extraordinary.
What's open
Essentially everything — Rome doesn't close seasonally the way coastal resorts do. All major museums, churches, restaurants and archaeological sites operate normal hours. The Estate Romana outdoor programme has ended, but indoor culture (opera season, film festivals) picks up.
What to pack
A proper coat, waterproof shoes, and an umbrella. Dress in layers. The contrast with summer is total — plan for indoor-heavy days and treat sunny breaks as a bonus rather than an expectation.
